Terms of Service

These Terms of Service govern your use of PlanWire (planwire.io and api.planwire.io). Please read them carefully before using the service. If you have questions, contact [email protected].
1. Acceptance of Terms
By accessing or using PlanWire (the "Service"), including visiting planwire.io, obtaining an API key, or making calls to api.planwire.io, you agree to be bound by these Terms of Service ("Terms"). If you are using the Service on behalf of an organisation, you represent that you have authority to bind that organisation to these Terms. If you do not agree to these Terms, you must not use the Service.
PlanWire is operated by Orra Designs Ltd (Company No. SC462855), a company registered in Scotland, United Kingdom ("PlanWire", "we", "us", "our").
2. Description of Service
PlanWire provides programmatic access to UK planning application data via a REST API. The Service aggregates, normalises, and enriches planning application records sourced from UK local planning authorities and public government datasets, and makes this data available to developers, businesses, and other users through authenticated API calls.
The Service is offered at two levels:
- Free tier — limited API calls per day at no cost, subject to rate limits set out in the documentation.
- Paid tiers (Starter, Growth, Enterprise) — higher call limits, additional features such as webhooks and geographic filtering, billed monthly by subscription.
Enterprise plans do not carry a daily request cap, but they remain subject to fair use, burst controls, query-shape safeguards, and anti-abuse protections designed to keep the Service reliable for all customers.
Features, rate limits, and pricing may change over time. Current limits and pricing are always published at planwire.io/#pricing.
3. Account Registration & API Keys
Access to the API requires a valid API key issued by PlanWire. To obtain a key, you must provide a valid email address. You are responsible for keeping your API key confidential and for all activity that occurs under your key, regardless of whether such activity is authorised by you.
- Do not share your API key publicly, commit it to source control, or embed it in client-side code.
- If you believe your key has been compromised, contact [email protected] immediately to request a replacement.
- You must provide accurate registration information and keep it up to date.
- One API key per individual or organisation account. Creating multiple accounts to circumvent rate limits is prohibited.
4. Acceptable Use
You agree to use the Service only for lawful purposes and in accordance with these Terms. You must not:
- Exceed the API rate limits or call quotas applicable to your tier.
- Resell, sublicense, or redistribute raw API data as a standalone data product or data feed without prior written agreement.
- Use the Service in any way that violates applicable UK or international law, including data protection legislation.
- Attempt to reverse-engineer, scrape, or bypass the API to extract data by means other than the documented endpoints.
- Deliberately generate excessive or abusive load on the API infrastructure.
- Use the Service to harass, harm, or discriminate against any individual or group.
- Misrepresent the source of data obtained via PlanWire in a manner that is misleading to end users.
- Share API keys across unrelated users, systems, or customers in a way that bypasses your plan's intended usage.
We reserve the right to determine, at our sole discretion, what constitutes a violation of these acceptable use requirements. We may throttle, contact, or suspend accounts that share keys, generate abusive load, or repeatedly ignore platform safeguards. Permitted uses include building applications, conducting research, generating visualisations, and incorporating planning data into products and services, provided the Terms are otherwise observed.
5. Billing & Subscriptions
Paid subscriptions are billed monthly in advance via Stripe. All prices are shown in pounds sterling (GBP) and are exclusive of applicable taxes. By subscribing, you authorise PlanWire to charge your chosen payment method on a recurring monthly basis until you cancel.
- Free trial — new paid-tier accounts may be eligible for a 7-day free trial. The trial period and eligibility are shown at the time of sign-up. At the end of the trial, your card will be charged for the first billing period unless you cancel before the trial expires.
- Cancellation — you may cancel your subscription at any time from your account settings or by emailing [email protected]. Cancellation takes effect at the end of the current billing period; your access continues until then.
- Refunds — we do not offer refunds for partial billing periods or unused call quota. If you believe you have been charged in error, contact us within 14 days and we will investigate.
- Failed payments — if a payment fails, we will retry in accordance with Stripe's standard retry schedule. Access may be downgraded to the free tier if payment cannot be collected after reasonable attempts.
- Price changes — we will give at least 30 days' notice of any increase to subscription pricing, communicated by email to the address on your account.
6. Data & Intellectual Property
Planning application data served by PlanWire is sourced from UK public sector information, including records published by local planning authorities and national government datasets. This data is made available under the Open Government Licence v3.0 where applicable.
PlanWire adds value through data aggregation, normalisation, geocoding, deduplication, and enrichment. The compilation, structure, API design, documentation, and associated software are the intellectual property of PlanWire and are protected by applicable copyright and database rights.
By using the Service, you do not acquire any ownership rights in PlanWire's software, systems, or data compilations. You are granted a limited, non-exclusive, non-transferable licence to access and use the API output for the purposes permitted under these Terms.
7. Availability & Service Levels
We aim to provide a reliable and performant API but make no binding uptime guarantee on the free tier. For paid tiers, we use commercially reasonable efforts to maintain availability and will communicate planned downtime with reasonable advance notice via our status page and/or email.
We reserve the right to perform maintenance, apply updates, or temporarily restrict access to the Service at any time. We will not be liable for any loss or damage arising from downtime, whether planned or unplanned.
8. Limitation of Liability
The planning data provided through the Service is aggregated from public sources and may be incomplete, out of date, or contain errors. You should not rely solely on PlanWire data for decisions with material legal, financial, or commercial consequences without independent verification.
To the fullest extent permitted by applicable law, PlanWire shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including but not limited to loss of profits, loss of data, or business interruption, arising out of or in connection with your use of the Service, even if advised of the possibility of such damages.
Our total aggregate liability to you for any claim arising out of or relating to these Terms or the Service shall not exceed the amount you have paid to PlanWire in the three months immediately preceding the event giving rise to the claim, or £100, whichever is greater.
Nothing in these Terms excludes or limits liability for death or personal injury caused by negligence, fraud or fraudulent misrepresentation, or any other liability that cannot be excluded or limited under applicable law.
9. Termination
You may stop using the Service and cancel your account at any time by contacting [email protected].
We may suspend or terminate your API key and access to the Service immediately, without prior notice, if we reasonably believe you have breached these Terms, engaged in abusive or fraudulent activity, or if required to do so by law. In such cases, you will not be entitled to a refund for any prepaid subscription period.
Sections 6, 8, 11, and 12 survive termination of these Terms.
10. Changes to Terms
We may update these Terms from time to time. When we do, we will revise the effective date at the top of this page and notify you by email to the address associated with your account, at least 14 days before material changes take effect. Your continued use of the Service after the effective date of any changes constitutes your acceptance of the revised Terms.
If you do not agree to the revised Terms, you must stop using the Service before the changes take effect and, if applicable, cancel your subscription.
11. Governing Law
These Terms and any dispute or claim arising out of or in connection with them (including non-contractual disputes or claims) shall be governed by and construed in accordance with the law of England and Wales. The courts of England and Wales shall have exclusive jurisdiction to settle any dispute or claim, subject to your rights as a consumer under applicable law.
